VISITATION COVID-19 Policy and Procedure Bay View Nursing and Rehabilitation Center
Effective October 17, 2020
Subject: Visitation Policy
Purpose: The purpose is to balance COVID-19 safety and visitation restrictions with the well-being of residents in the long-term care setting to align with the Centers for Medicare and Medicaid Services (CMS).
Policy: It is the policy of Bay View Nursing and Rehabilitation Center to allow visitors of the residents’ choice, who are screened before entering the facility, and free of COVID-19 symptoms, to meet with residents while wearing proper protective equipment (i.e. mask at all times, as well as eye protection, gown and gloves, if required). Visitors may visit on a scheduled basis, no more than one visitor at a time per resident and for no longer than 3 hours per visit. Visitors must remain in compliance with Bay View Nursing and Rehabilitation Center’s Visitation Covid-19 Policy and Procedure. It is the policy of Bay View Nursing and Rehabilitation Center to be in compliance with the CMS guidance regarding our county COVID positivity rate and any COVID-19 exposure from a positive resident or employee in the past 14 days. The procedure for visit limitations may change and is fluid on a bi-weekly basis.
Procedure:
1. Bay View will review the Goodhue Co. COVID-19 Positivity rates bi-weekly or as required by the Minnesota Department of Health (MDH).
2. Bay View will review its COVID-19 exposures from a positive resident or employee as required by (MDH).
3. Bay View will allow in-person visits when both of the following criteria are met:
a. The facility has not had a COVID-19 exposure from a positive resident or employee in the last 14 days AND
b. The 2-week county COVID-19 test positivity rate is less than or equal to 10% placing the facility in the low-risk or medium-risk category.
4. Residents must be consulted prior to scheduling new visitors who request to visit.
5. The facility will ensure that the scheduling of visitors considers the numbers of visitors in the building at the same time and will establish time limits for visits; therefore, there may be 2 visitors per unit at one time (one per resident) for a limit of 3 hours. Visits MUST be scheduled 24 hours in advance, or for the weekend, by Fridays at 4:30. Visits may be scheduled by calling or emailing Colleen Hansen, LSW, Robin Bowker, LSW, or Krysta Segura, HUC by 4:30 Monday-Friday. Persons not scheduled, will not be allowed to visit. No exceptions.
6. Bay View facility hours available for scheduled visits will be from 9:00 a.m. to 7:00 p.m. each day. A resident may receive no more than three total visits per week (Sunday-Saturday).
7. The visit must occur in the resident’s room only if the resident does not have a roommate. If necessary, the visit may occur at the facility designated areas within the building. The visitor must limit movement in the facility.
8. The visitor must maintain social distancing of at least 6 feet with staff and other residents while in the building. A wave is the safest way to greet the resident. Due to risk of exposure, hand holding, kissing, hugging is not allowed during the visit.
9. The visitor will be required to sign in and be actively screened for symptoms of COVID-19 prior to entering the building, in the same manner as facility staff.
10. The visitor will sign in and out at each visit, acknowledging the risks and benefits to visit. The visitor must have their temperature taken at each visit and be evaluated for any COVID-19 symptoms. Each visitor mustleave their contact information.
11. The visitor must not visit if ill or displaying any signs or symptoms of COVID-19.
12. The visitor must wear all necessary personal protective equipment (PPE) while in the building (minimally a face mask) and must perform frequent hand hygiene. The facility will ensure hand sanitizer and alcohol-based hand rubs are accessible.
13. The facility will educate the visitor on how to properly don/doff (put on and take off) necessary PPE.
14. The visitor is not allowed to visit a resident during a resident’s 14-day quarantine or when a resident is positive for COVID-19 or symptomatic unless the visit is for end-of-life compassionate care.
15. Bay View may restrict or revoke visitation status if the visitor fails to follow social distancing, use of PPE, or other COVID-19 related rules of the facility. Prior to restriction/revocation, the facility, visitor, and resident should discuss issues in attempt to mediate the concerns.
16. Bay View will ensure residents, and their loved ones, have access to the Office of Ombudsman for Long-Term Care at 651-431-2555 or 1-800-657-3591 to request advocacy services.
17. Bay View reserves the right to test visitors who visit the facility for COVID-19. Persons testing positive will be sent home immediately for isolation.
